The text here is very hard on the eye due to the bold and italic combination, while the verb in the first sentence’s subordinate clause should be in the subjunctive mood (that residents be able), not in the indicative. Finally, and proving that someone has simply copied and pasted the extract without properly reading either the original or the resulting text, there’s a stray chunk of HTML code:
